Description
XCEL provides support for active military facilities and Formerly Used Defense sites in Michigan, Ohio, Illinois, Indiana, and Kentucky. Through this contract, XCEL is also providing environmental services to the U.S. Army Reserve, IRP, and BRAC facilities nationwide. We provide a full range of environmental A/E services, including CERCLA preliminary assessments, site investigations, remedial investigations, and feasibility studies; NEPA environmental assessments; munitions and explosives of concern support; environmental baseline survey; and environmental condition of property assessments.

Engineering and Technical Support Services to ORNL Under More Than 30 Subcontracts and Four Basic Order Agreements (BOAs) 2007-2022 $21,200,000
Description
XCEL is currently providing engineering, technical support, and administrative services to Oak Ridge National Laboratory. Task orders and subcontracts have been awarded, in part, to support ORNL’s Environmental Sciences Directorate, environmental-compliance and waste-management programs, and numerous research projects. XCEL personnel provide services in such areas as project management, engineering, sampling and analyses, compliance, waste management, health and safety, and laboratory research.

Description
XCEL currently furnishes environmental compliance, engineering, training, and planning services to support the Fort Campbell Air Quality Program in achieving its goal of sustaining the installation’s capability to accomplish assigned missions while maintaining compliance with all Clean Air Act and additional applicable federal, state, and local regulatory requirements. We also assist the facility regarding its PCB compliance monitoring under TSCA.

Description
XCEL currently performs Comprehensive Building Asbestos Surveys, repairs damaged surfaces and cleans-up dust and debris from destructive sampling in occupied buildings, provides qualified air monitoring support, performs Comprehensive Lead-Based Paint (LBP) Surveys, updates of polychlorinated biphenyl (PCB) database, and performs other routine inspections and record keeping/data maintenance, as required, for various activites.

Description
XCEL provides certified health physicists to evaluate past nuclear operations throughout the DOE weapons complex to estimate potential radiation exposures to personnel who have worked at these locations. Description
XCEL provided on-site support regarding environmental compliance, air quality, cultural & natural resources, GIS, pollution prevention, and related technical support. XCEL employees at the facility included engineers, scientists, and technicians specializing in various aspects of environmental compliance, hazardous waste, and data management.

Description
XCEL was assigned sites across the U.S. for preparation of ECP reports (i.e., Level I Environmental Site Assessments), ECP update reports, property disposal documentation under the Base Realignment and Closure (BRAC) Program, and subsurface investigations (Level II Environmental Site Assessments). The BRAC disposal component included preparing all documentation including FOST development, Section C Disposal Report, REC, RONA, coordination letters, USFWS coordination letters, Native American Tribal coordination letters, and gaining the US Army Reserve Environmental Law Division approval regarding the legal sufficiency of all reports/documentation.

Description
XCEL conducted drinking-water evaluations at numerous military reserve facilities. In addition to analyzing samples and comparing the full-spectrum analytical results to state and federal drinking-water standards, we provided corrective-action planning and initial cost-estimate comparisons of potential remedies.

The three major areas of focus for the evaluation/study are the Gaseous Waste System, Liquid Low-Level Waste System, and the Process Waste System.
